Follow the basic steps listed below to create this fun arrangement.

Glue a 3”x 3” block of dry foam into the bottom of the Smiley Mug.
Starting at the bottom of the dry foam, add suckers: using charm pops, blow pops or tootsie pops, cover the entire bottom.
Start working your way up as though, building a pyramid
Take 3 of the pre-inflated 2” Smile Face’s with Cup-N-Stick attached and place into the arrangement as shown.
Cut in 10” lengths the 3/16” Holographic Ribbon, in primary colors, put three ribbons together and wire to 3”wired floral pick, curl ribbon and place in arrangement as shown.
Hi-Float and Helium inflate 16” Smiley Latex and attach ribbon. Add balloon cluster:
Inflate and size two 5” latex balloons to 4”, then tie the necks together.
Repeat to make a second pair, then twist the two pairs together to make a 4 balloon cluster.
Wrap the cluster onto the 16” Smiley balloon neck by separating two of the balloon in the cluster, pushing the cluster onto the neck, then twisting together the two balloons that were separated.
Adjust to the desired height and attach to arrangement
